Work Schedule: 30 hours a week (M - F 10am-5pm depending on time zone)

Locality: Austin, TX and greater metro area. Preference will be for individuals located in CA or TX.

Job Description 

As a Payroll/HR Specialist, you will be responsible for taking ownership of outsourced payroll processing and compliance while providing essential accounting support within the organization.  This role requires meticulous attention to detail for accurately and efficiently processing employee payroll, and ensuring that all payroll-related activities comply with company policies and all relevant laws and regulations. This includes calculating wages, maintaining accurate employee information so deductions and taxes are calculated correctly, as well as maintaining employee files. HR responsibilities will include onboarding, offboarding, employee benefits management, and creation/maintenance of employment policies.  You will also handle employee inquiries and resolve any payroll discrepancies.  This role has a high degree of independence and requires someone who is self motivated, very detail oriented, organized, and communicates well with others in the process.  Our ideal candidate is a proactive problem-solver who can maintain organization when information is coming from multiple channels/managers and is dedicated to accuracy and efficiency.

Core Responsibilities

Payroll Processing:  Calculating and processing employee wages, including regular and  prorated pay, & bonuses. 

Onboarding and Offboarding:  Full employee lifecycle including onboarding new employees and students efficiently; onboarding employees for benefits & retirement; managing employee files, benefits, and pay changes during employment; and Offboarding from all payroll & benefit related systems at termination.

Tax Calculation and Compliance: Ensuring accurate calculation and withholding of federal, multi-jurisdictional state, and local taxes, as well as other deductions. 

Regulatory Compliance: Ensuring payroll processes adhere to all applicable labor laws and regulations, including wage and hour laws and tax regulations.  Stay current with changes in payroll laws and regulations.

Financial Reporting: Generating payroll reports for management, accounting, and other relevant departments. 

Accounting and Auditing: Assisting with annual audit payroll account reconciliations, payroll and time allocation audits from external agencies, and ensuring compliance with company policies and procedures. 

Policies and Procedures: Create and maintain standard operating procedures (SOPs) for payroll and HR functions.

Record Keeping: Maintaining accurate and up-to-date employee payroll records, including new hires, terminations, and changes to pay or benefits.  Timely collection of employee timesheets before payroll processing.

Employee Support: Addressing employee inquiries regarding paychecks, deductions, and other payroll-related matters. 

System Maintenance: Maintaining and troubleshooting payroll and timekeeping systems. 

Benefits Administration:  Manage administration of employee benefits, such as health insurance, retirement plans, and other deductions.

Required Qualifications

Education: Bachelor’s degree in accounting, finance, or a related field. 

Experience:  2+ years of relevant multi-jurisdictional outsourced payroll processing and accounting experience (Required).  1 year of QuickBooks experience (Required).

Technical Skills: Intermediate Excel (Pivot Tables, advance formulas), proficiency in Google Suite and Microsoft Office Suite.

Regulatory Knowledge: Working knowledge of federal and state HR and payroll laws. Experience researching and complying with multi-state employment laws and regulations and strong familiarity with California laws.

Mathematical Skills: Strong mathematical abilities to accurately calculate wages and deductions.  Strong analytical and problem solving abilities.

Attention to Detail: Meticulous attention to detail  and organizational skills to ensure accuracy in payroll processes. 

Communication Skills: Excellent communication and interpersonal skills to address employee inquiries and collaborate with other departments. 

Knowledge of Payroll Systems: Proficiency in using payroll software (e.g., ADP, Paychex) and other relevant systems.  Experience with Heartland Payroll & EASE human resources information system is a plus but not required.

Confidentiality: Ability to handle sensitive and confidential information with discretion. 

Problem-Solving Skills: Ability to identify and resolve payroll discrepancies and other issues. 

Self Motivated:  Ability to work independently with minimal supervision.  Self motivated to perform tasks at high levels of accuracy and take ownership of processes.

Time Management: Excellent organizational and time management skills with the ability to manage multiple tasks and meet tight deadlines. 

Ability to create a culture of diversity, inclusivity, collaboration, and teamwork.

Experience with researching and analyzing data to guide strategic employment planning.
